These cheap ISP providers are a great alternative to free ISPs because they offer much better reliability, speed, support, quality and features. Most free ISPs limit you to as little as 10 hours of internet access per month, which isn't nearly enough for most users. They also have annoying ad bars that waste screen space, and they typically do not offer support for features such as newsgroups. They also do not support computers other than Windows. They also generally charge for technical support.
In general, cheap ISP providers do not have those same limitations. Instead they are generally like other paid ISPs such as Earthlink or AOL, except at a much lower price.
